Responsible street lighting keeps the light on target-- which ought to be the street and sidewalk ONLY, and should not trespass onto neighboring homes or other properties; nor go upwards into the night sky; nor upwards into trees of nesting birds; nor sideways directing glare into the eyes of pedestrians, bicyclists, or drivers-- especially into aging eyes of 40 years and over. The color spectrum is very important. Bright white, which is high in the blue spectrum ought to be outright banned from outdoor use. The reasons are complex and stem from the evolution of life on the planet with a near 24hour circadian rhythm of night and day. Artificial light at night signals the brain to suppress essential melatonin, which trigger significant physiological effects to nearly every cell in the body. This is well-researched and documented. Blue spectrum at night also interferes with the migration of birds and butterflies. There have been some wonderful developments in modern street lighting. One example is adaptive intelligent lighting, which permits lights to be dimmed down with timers, but which brighten on demand by motion detection or by a cue from emergency personnel. Many street, yard and porch light fixtures currently on the market ought to be retrofitted or replaced with fixtures that are responsible, effective and safe for all concerned... if it is determined it is actually even needed at all.
